What this amendment would do
SA 2955, submitted by Mr. Warnock, aims to add a new section to bill S. 2296 to create a pilot program for junior enlisted members of the Armed Forces.
The purpose of this amendment is to address challenges regarding access to affordable and healthy food options, specifically for unaccompanied junior enlisted members living in government-provided quarters on military installations.
Key Changes and Additions
- Pilot Program: The Secretary of Defense may start a pilot program at 2 military installations to test giving junior enlisted members a monthly coupon to buy food at commissaries.
- Coupon Rules:
- The Secretary determines the coupon amount.
- Coupons can only be used for food at commissaries.
- Coupons cannot be used for tobacco or alcoholic beverages.
- These coupons are a supplement and do not replace the basic allowance for subsistence or other meal programs.
- Selection Criteria: When picking the 2 installations, the Secretary will consider factors such as the number of members in unaccompanied housing, the ratio of enlisted members to officers, access to kitchens, and the quality or usage rates of dining facilities.
- Timeline and Reporting: The program must end within one year of starting. Within 90 days after it ends, the Secretary of Defense must send a report to congressional defense committees. This report will assess coupon use, member feedback, the impact on dining facility use, and the program's effectiveness in reducing food insecurity and increasing access to nutritious food.
