What this amendment would do

SA 2954, submitted by Mr. Warnock, aims to add a new section to bill S. 2296 regarding radon testing of military housing that is owned or controlled by the Federal Government.

The purpose of this amendment is to ensure the safety of these housing units through the following requirements:

  • Reporting: The Secretary of Defense must provide a report to congressional defense committees within one year identifying installations that should be monitored for radon levels at or above the Environmental Protection Agency (EPA) action level.

  • Testing Standards: Military departments must create testing procedures based on national consensus standards and Federal regulations. They must ensure radon levels are below EPA recommended levels using either monitoring equipment or regular testing. Regular testing must happen at least once every five years for all housing, and once every two years for housing that exceeds recommended levels.

  • Mitigation: If testing shows a housing unit needs radon mitigation to meet EPA levels, the head of that installation must send a mitigation plan to the Secretary of the military department within seven days.
