What this amendment would do

SA 2952, submitted by Mr. Warnock, aims to add a new section to bill S. 2296 regarding the implementation of recommendations from the Comptroller General concerning critical military housing supply and affordability.

The purpose of this amendment is to require the Secretary of Defense to implement recommendations from a October 30, 2024, report titled, ``Military Housing: DOD Should Address Critical Supply and Affordability Challenges for Service Members'' (GAO-25-106208).

The amendment adds the following requirements:

  • The Secretary must perform a structured analysis to list housing areas where service members and families face the most critical challenges with private sector housing, considering unique location characteristics like vacation rental areas, and update this list at least every two years.

  • The Secretary must use feedback from the status of forces survey and other mechanisms to understand the quality-of-life and financial effects of unaffordable or limited housing.

  • The Secretary, working with each military department, must create a plan to address these effects, including examining ways to increase housing supply or provide alternative compensation.

  • The Secretary must issue guidance to clarify the oversight role of the Office of the Secretary of Defense in the Housing Requirements and Market Analysis process to ensure it is timely and submitted to Congress.

  • The Assistant Secretary of Defense for Energy, Installations, and Environment must provide guidance on how DOD installations should coordinate with local communities and define the roles of military housing offices and commanders.

If the Secretary of Defense chooses not to implement a recommendation, they must submit a report to the House and Senate Committees on Armed Services providing a justification.
