The purpose of this amendment is to establish a statement of policy regarding the definition of transnational repression.
It defines the term as tactics used by a foreign government, or its agents or proxies, to go beyond their borders to:
- Intimidate
- Silence
- Harass
- Coerce
- Harm
These tactics target individuals including political dissidents, activists, journalists, political opponents, religious and ethnic minority groups, international students, and members of diaspora and exile communities.
