What this amendment would do

This amendment, proposed by Mr. Coons, adds a new section (SEC. 1248) to the bill known as the Combating PRC Overseas and Unlawful Networked Threats through Enhanced Resilience Act of 2025 (or the COUNTER Act of 2025).

The purpose of this amendment is to create a formal strategy to respond to the People's Republic of China's (PRC) intentions to establish military bases and logistics infrastructure globally. It aims to move the United States from a reactive to a proactive posture to protect U.S. interests and the freedom of movement of the U.S. and its allies.

To achieve this, the amendment adds the following requirements:

  • Intelligence Assessment: The Director of National Intelligence must provide an assessment of the risks posed by PRC global basing to the U.S. and its allies.

  • Formal Strategy: The Secretary of State and Secretary of Defense must submit a strategy that identifies at least five high-risk locations where the PRC has or is seeking a presence, lists the resources needed to address the issue, and describes efforts to mitigate these risks.

  • Interagency Task Force: A task force must be created to implement the strategy and prevent the PRC from establishing new bases.

  • Regular Reviews: The Executive Branch must review and report on the strategy and the PRC's basing intentions every four years.
