What this amendment would do
This amendment, submitted by Ms. Hassan, aims to add two new sections to bill S. 2296. The purpose is to require the United States Trade Representative to monitor and report on industrial subsidies provided by the Government of the People's Republic of China.
Monitoring Requirements
The amendment requires the United States Trade Representative, working with specific entities, to regularly monitor:
- Industrial subsidies provided by the Government of the People's Republic of China.
- Plans to expand existing subsidies or implement new ones.
The entities involved in this monitoring include the Small Business Administration, the Foreign Agricultural Service of the Department of Agriculture, and various offices within the Department of Commerce and Department of State, along with any other agency determined by the President.
Reporting Requirements
The amendment requires a report to be submitted to the Committee on Finance of the Senate and the Committee on Ways and Means of the House of Representatives starting one year after enactment and then annually. This report must:
- Identify current and expected Chinese industrial subsidies that pose significant risk to manufacturing and employment in the United States, specifically in strategically critical industries and the production of strategically critical goods.
- Recommend actions—whether legislative, administrative, or other—to mitigate these risks.
This reporting process involves coordination with several agencies, including the Department of Labor, Department of Transportation, Department of Energy, and United States Agency for International Development, among others.
