What this amendment would do
This amendment, submitted by Ms. Hassan, aims to add a section to bill S. 2296 focused on National Security Quantum Coordination and Competition. It requires the Secretary of Defense to create a leadership structure and reporting process for quantum technology efforts.
Changes and Additions
The amendment adds the following requirements to the bill:
-
Establishment of an Office: The Secretary of Defense must establish or designate the Department of Defense Office of Quantum Capabilities and Competition within 180 days. This office will lead research, development, application, and policy for quantum sensing, computing, and communications.
-
Primary Mission: The office is tasked with: ** Advancing Department research. ** Developing expertise for national security capabilities. ** Pursuing a competitive advantage over other countries. ** Developing technologies for real-world use by the Department of Defense or other national security entities.
-
Coordination Efforts: The Secretary must coordinate with other Federal agencies. A specific subcomponent called the Quantum Coordination Office for National Security will be created to share expertise and deconflict efforts with other U.S. government entities.
-
Reporting Requirements: The Secretary must submit classified reports to specific House and Senate committees every three years. These reports must include: ** The state of quantum efforts within the Department of Defense. ** The state of quantum efforts of adversarial, competitor, and other advanced countries. ** Comparisons of U.S. capabilities against those of China, Russia, and Iran, including how those countries might use the technology in a conflict or hybrid warfare. ** A short-term (3 years) and long-term (10 years and beyond) plan to outpace other countries.
-
Initial Report Annex: The first report must include a special annex on quantum communication efforts, comparing the U.S. to China, Russia, Iran, and other relevant countries, with a plan to close gaps and outpace them over the next 2 to 10+ years.
