What this amendment would do
SA 2929, submitted by Ms. Hassan and Mr. Lankford, aims to add a new section to bill S. 2296. The purpose is to require the Secretary of Defense to provide a report to specific House and Senate committees regarding risks to the Global Positioning System (GPS) and related positioning, navigation, and timing services.
The amendment requires this report to be submitted within one year of the Act's enactment and must include:
-
Risk Descriptions: Details on risks if the U.S. lacks access to these services during a conflict or attack on an ally, and the risks to U.S. allies if their access to U.S.-provided services is disrupted.
-
Assessments: An evaluation of the ability of competitor countries—specifically the Russian Federation, Iran, the People's Republic of China, and the Democratic People's Republic of Korea—to deny or degrade U.S. access to these services.
-
Technology and Capabilities: A review of Department of Defense efforts to get redundant capabilities via terrestrial-based (including quantum sensing technology) and space-based systems, as well as the Space Force's Resilient Global Positioning System (R-GPS) program's ability to reach full capacity within 10 years.
-
Future Planning: A framework for a full-scale terrestrial-based GPS redundancy system to be operational within 15 years.
