What this amendment would do

SA 2924, submitted by Mr. Coons, aims to increase BARDA strategic initiatives by amending Section 319L(c)(4)(F) of the Public Health Service Act.

The amendment seeks to change or add the following to the bill:

  • It adds "manufacturing technologies, platforms" to the text following "countermeasures".

  • It adds a provision stating that strategic coordination may include collaborating with the Manufacturing USA institutes (established under section 34 of the National Institute of Standards and Technology Act) in biomanufacturing missions.

  • The purpose of this collaboration is to develop, demonstrate, and deploy technologies and response capabilities to improve medical preparedness and public health.
