S.Amdt. 2920

SA 2920, submitted by Mr. Wicker and Mr. Reed, aims to add a section to bill S. 2296 to provide a one-year extension for various expiring bonus and special pay authorities.

The amendment changes the expiration date from December 31, 2025, to December 31, 2026, for the following:

• Reserve Forces: Income replacement payments for reserve component members with extended and frequent mobilization for active duty service.

• Health Care Professionals: The nurse officer candidate accession program and education loan repayments for certain health professionals in the Selected Reserve.

• Nuclear Officers: Authorities relating to nuclear officers.

• Special Pay, Incentive Pay, and Bonus Authorities:

  • General bonus authority for enlisted members and officers.
  • Special aviation incentive pay and bonus authorities for officers.
  • Special bonus and incentive pay for officers in health professions.
  • Contracting bonuses for cadets and midshipmen in the Senior Reserve Officers' Training Corps.
  • Hazardous duty pay, assignment pay, special duty pay, and skill incentive pay or proficiency bonuses.
  • Retention incentives for members with critical military skills or those in high priority units.

• Basic Allowance for Housing: Temporary increases in rates for areas covered by a major disaster declaration, installations with an influx of military personnel, or areas where housing costs differ from current rates by more than 20 percent.
