What this amendment would do
This amendment, submitted by Ms. Collins, proposes the Rescissions Act of 2025. Its purpose is to permanently cancel (rescind) specific amounts of budget authority based on a special message sent by the President to Congress on June 3, 2025.
The amendment aims to replace the matter proposed in Senate amendment No. 2853 and would permanently remove funding from the following areas:
- International Organizations and Peacekeeping: Various amounts from contributions to international organizations and peacekeeping activities.
- International Assistance: Funds for migration and refugee assistance, the Complex Crises Fund, the Democracy Fund, and the Economic Support Fund.
- Development and Regional Aid: Funding for development assistance, assistance for Europe, Eurasia and Central Asia, and international disaster assistance.
- Agency and Foundation Operations: Operating expenses for the United States Agency for International Development, the Inter-American Foundation, and the United States African Development Foundation.
- Other Programs: Funds for the Clean Technology Fund, international organizations and programs, and transition initiatives.
- Public Broadcasting: Specific amounts from the Corporation for Public Broadcasting for fiscal years 2026 and 2027.
The amendment includes specific protections to ensure that certain rescissions do not reduce funding below designated levels for:
- The North Atlantic Treaty Organization (NATO) and the NATO Parliamentary Assembly.
- Assistance for Jordan, Egypt, Burma, the Countering PRC Influence Fund (CPIF), Near East Regional Democracy, Agricultural Development/Food Security, and Water programs.
- The United Nations Children's Fund.
- The Philippines, Feed the Future Innovation Labs, and nutrition programs.
- Assistance for Ukraine.
