What this amendment would do

SA 2878 is an amendment proposed by Ms. Rosen, Mr. Booker, Mr. Schiff, and Mr. Coons. It is an amendment to a previous amendment (SA 2853) proposed by Mr. Thune for Mr. Schmitt regarding bill H.R. 4.

The purpose of this amendment is to change the bill by striking lines 9 through 21 on page 3.

The overall bill, H.R. 4, relates to rescinding certain budget authority proposed to be rescinded in special messages sent to Congress by the President on June 3, 2025, following section 1012(a) of the Congressional Budget and Impoundment Control Act of 1974.
