What this amendment would do

SA 2876, submitted by Mr. Kaine, is an amendment to amendment SA 2853.

The purpose of this amendment is to add a provision ensuring that none of the rescinded amounts come from unobligated balances used for the Economic Resilience Initiative.

Specifically, it aims to protect funds used for efforts to stop the flow of the following into the United States from Mexico, the People's Republic of China, and other countries:

Fentanyl
Fentanyl precursors
Other synthetic drugs
Precursor materials for synthetic drugs
