What this amendment would do
MR. KAINE submitted amendment SA 287 to the concurrent resolution S. Con. Res. 7, which sets the congressional budget for the United States Government for fiscal year 2025 and budgetary levels for fiscal years 2026 through 2034.
The purpose of this amendment is to add a deficit-neutral reserve fund relating to providing tax relief for the middle class, paid for by raising taxes on the wealthy, at the end of title III.
It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution, and make adjustments to the pay-as-you-go ledger.
These changes can be made for one or more bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports relating to providing tax relief for the middle class, paid for by raising taxes on the wealthy.
The adjustments are limited to the amounts provided in such legislation for those purposes, provided that the legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
