What this amendment would do

Mr. Kaine submitted amendment SA 286, which sets up a deficit-neutral reserve fund.

The purpose of this fund is to protect mine workers from unsafe workplaces by relating to the enforcement of labor laws.

What It Aims to Change or Add

  • Allows the Chairman of the Senate Committee on the Budget to revise committee allocations, aggregates, and other appropriate levels in the resolution.

  • Allows adjustments to the pay-as-you-go ledger for legislation relating to the enforcement of labor laws.

  • Specifically includes prohibiting any decreases in funding for or any reductions in force at the Mine Safety and Health Administration of the Department of Labor.

  • Requires that the legislation not increase the deficit over the total of fiscal years 2025 through 2034.
