What this amendment would do

As an analyst looking out for the people and keeping our elected officials accountable, let us break down what this amendment actually does in plain English. Mr. Warner submitted SA 2845, which changes the bill by adding a section focused on funding aviation safety and other specific purposes using money appropriated to the Secretary of Transportation.

The amendment aims to change the law by setting aside $63,000,000 for fiscal year 2025, which will remain available until September 30, 2029. Here is what that money is meant to do:

  • Implement safety measures and recommendations from the National Transportation Safety Board and the Secretary stemming from the January 29, 2025 mid-air collision between American Airlines Flight 5342 and United States Army Aviation Brigade Priority Air Transport 25.
  • Establish and maintain a permanent memorial for the victims of that specific mid-air collision.
  • Undertake projects directly related to airport safety and security under the jurisdiction of the Airports Authority, with a priority on safety for specific flight services located at Ronald Reagan Washington Airport connecting to a long list of listed localities across various states.

To pay for this new funding, the amendment also reduces other existing funding found in section 20306(a) of title 51, United States Code, by lowering a $9,995,000,000 figure to $9,910,000,000, along with other specific reductions to certain program amounts.
