What this amendment would do
This amendment makes a few specific changes to tax and retirement laws. First, it changes the eligibility threshold for opportunity zones by shifting the percentage from 70 percent to 75 percent for areas designated after the enactment of this Act.
Second, the amendment adds rules for handling certain excess plan assets. It allows the transfer of excess health assets from retiree health accounts to fund active employee benefits or pension plans under specific conditions, and it allows surplus assets from a defined benefit plan to be transferred to a defined contribution plan without penalizing the employer with taxes or reducing certain benefits.
