What this amendment would do
- Limit overhead costs: This amendment, submitted by Mr. Kennedy, caps the amount of money that can go toward administrative or overhead costs for any Federal grant at 15 percent of the total grant amount.
- Apply across the board: The rule applies to any Federal agency awarding a grant, no matter what any other law might normally allow.
