What this amendment would do
As your legislative analyst, I want to make sure we keep a close eye on what our officials are trying to change. Mr. Markey submitted amendment SA 2767 to be proposed to another amendment on the bill H.R. 1.
The main purpose of this amendment is to change section 40002 by updating definitions and altering the general auction authority for certain frequencies. Specifically, it aims to do the following:
- Define terms like Assistant Secretary, Commission, covered band, and full-power commercial licensed use cases.
- Set the "covered band" as the frequencies between 1.3 gigahertz and 10.5 gigahertz.
- Explicitly exclude certain specific frequency bands from being auctioned, reallocated, modified, or withdrawn.
- Extend the expiration date for completing a system of competitive bidding to September 30, 2034, while carving out specific frequency bands where this auction authority will not apply.
