The amendment seeks to change the Clean Electricity Investment Credit by adding a new paragraph that stops the credit from applying to energy storage technology unless:

The technology is placed in service by the taxpayer on or before December 31, 2027.
Construction begins on or before the date that is 60 days after the paragraph is enacted.
