What this amendment would do

Ms. Baldwin submitted this amendment to keep our elected officials accountable when it comes to the health care of our seniors. Simply put, it sets up a roadblock in the Senate against any future legislation that tries to cut the Medicaid program and take health care away from older Americans, including those living in nursing homes or getting care in their own homes.

What It Changes in the Bill

  • Adds a new point of order to the Senate rules.
  • Stops the Senate from considering any bill, resolution, or amendment that changes Medicaid unless the Director of the Congressional Budget Office (CBO) certifies a specific rule.
  • Requires the CBO to officially guarantee that the changes will not result in lower coverage rates, reduced benefits, or decreased affordability for seniors.
  • Allows this rule to be waived or overridden only if three-fifths of the Senators vote to do so.
