Mr. Lee submitted amendment SA 2746 to be proposed to amendment SA 2360 to the bill H.R. 1.

The purpose of this amendment is to terminate bonus credits. It aims to change the clean electricity production credit and the clean electricity investment credit by ending certain bonus credits and applying new rules for facilities based on when they begin construction.

• Termination of Bonus Credits: The amendment stops certain bonus credits for energy communities and domestic content for facilities that begin construction after the date of enactment.
• Requirements: It limits wage and apprenticeship requirements to qualified facilities that begin construction on or before the date of enactment.
• Applicable Percentage: It adds a special rule stating that for any new facility beginning construction after the enactment date, the applicable percentage shall not exceed 10 percent.
