The amendment aims to change section 50403(a) of the text. Specifically, it strikes paragraphs (4) through (6) and inserts two new parts:

Paragraph (4) regarding subsection (c)
Paragraph (5) regarding subsection (e)

Purpose of the Change

The purpose of the change to subsection (e) is to strike out specific wording and replace it with a new directive. The new language directs that funds or actions are for enabling the identification, leasing, development, production, processing, transportation, transmission, refining, and generation needed for energy and critical minerals.
