What this amendment would do

Mrs. Fischer submitted amendment SA 2701, which aims to add a new tax section to title VII of the bill regarding the sale of electric vehicles and batteries. As public servants, we need to look at what our elected officials are proposing so we can hold them accountable to the people. This amendment adds new taxes on specific battery modules and electric vehicles sold by manufacturers, producers, or importers, starting after December 31, 2025, and ending after December 31, 2028.

What It Aims to Change or Add

The amendment adds a tax on certain battery modules and electric vehicles with specific rules:

  • A $150 tax is added to each battery module that weighs more than 1,000 pounds, is sold by the manufacturer, producer, or importer, and is intended for use in an electric vehicle.

  • A $400 tax is added to each electric vehicle sold by the manufacturer, producer, or importer.

  • The definition of an electric vehicle covers light-duty vehicles under 8,500 pounds that meet specific requirements, but it explicitly excludes hybrid vehicles that use both an internal combustion or heat engine and a rechargeable energy storage system.
