What this amendment would do
SA 2689, submitted by Mrs. Murray, aims to change specific text within a previous amendment to bill H.R. 1. Its purpose is to establish requirements regarding the median earnings of students who receive Federal financial aid and complete their programs.
The amendment adds the following requirements:
-
Earnings Threshold: Median earnings of students who completed a program one year before the award year must not be less than the median earnings of a working adult.
-
Defining a Working Adult: A working adult is defined as someone who is between 25 and 34 years old, is not in higher education, and only has a high school diploma or its equivalent.
-
Data Sources: Median earnings for working adults will come from the Bureau of the Census based on the State where the institution is located, or the entire United States if less than 50 percent of students live in that State.
-
Handling Small Cohorts: If a program has fewer than 30 completers, the Secretary must aggregate additional years of data, or data from programs of equivalent length, to reach a cohort of at least 30 individuals.
