What this amendment would do
Here is the common sense breakdown of what this amendment is trying to do, keeping our elected officials accountable to the people based strictly on the text provided.
This amendment, submitted by Mr. Lee, puts a moratorium on the implementation of certain rules relating to the budget. Its main purpose is to delay the implementation, administration, and enforcement of specific budgetary rules.
To make this happen, the amendment aims to add the following to the bill:
- Provide $25,000,000 to the Administrator of the Office of Information and Regulatory Affairs for fiscal year 2025, available through September 30, 2034, for expenses like hiring and training personnel, getting technical services, buying equipment, and overseeing agency compliance with these delays.
- Require the Administrator to update Circular A-4 of the Office of Management and Budget by October 1, 2026, which will stay in effect through September 30, 2034.
- Direct agencies to delay until October 1, 2034, the implementation, administration, and enforcement of any "budgetary rule."
A budgetary rule is defined as a proposed or final rule that has not been implemented yet, was not required by a federal statute, and would increase federal outlays by at least $100,000,000 during any fiscal year from 2025 through 2034. This dollar amount will be adjusted annually for inflation.
The amendment also notes that these requirements do not apply to any rulemakings related to the old-age, survivors, and disability insurance benefits program under the Social Security Act.
