What this amendment would do
As folks looking out for the everyday people, we need to keep track of how our elected officials handle nutrition and agriculture rules. This amendment, submitted by Mr. Welch, aims to change two main parts of the existing text.
First, it changes the rules for how the Secretary handles costs for the thrifty food plan. It forces the Secretary to make cost adjustments for Hawaii and parts of Alaska to match local food costs. It also requires cost adjustments for Guam and the Virgin Islands, though those cannot go higher than the cost in the 50 States and Washington, D.C. Plus, it orders yearly cost adjustments starting on October 1, 2025, to match changes in the Consumer Price Index for All Urban Consumers. It also allows yearly adjustments for specific cities, counties, or regions where the local cost of food is at least 10 percent higher than the average.
Second, it changes section 10301 regarding reference prices for covered commodities. Starting with the 2025 crop year, it changes the math so that the listed reference prices are multiplied by 1.05.
