What this amendment would do
This amendment was submitted by Mr. Grassley. Its purpose is to change sections 10306 through 10307 of the bill.
Here is what the amendment aims to do:
- Define significant contribution of active personal management as management activities done by a person with an ownership interest in the farming operation on a regular, continuous, and substantial basis.
- Require these management activities to meet specific thresholds to be considered significant, which are being performed for at least 25 percent of the total management hours required annually, or for at least 500 hours annually.
- Limit the Secretary to considering not more than 1 person or legal entity per farming operation to be actively engaged in farming using active personal management.
- Set rules stating that a person or legal entity cannot use this active management contribution to qualify in more than 1 farming operation, and must manage an operation that does not substantially share equipment, labor, or management with others who collectively receive more than the payment limitation.
