What this amendment would do

Mr. Kim submitted this amendment to create a specific safety net for our people who run manufacturing businesses in the United States. If we want to hold our elected officials accountable, we need to look at how they handle our tax dollars and the policies they put in place. This amendment aims to add a trust fund to the bill to help manufacturers deal with cost increases.

What It Changes and Adds

The amendment adds a section to establish the Trust Fund to Compensate United States Manufacturers for Cost Increases Attributable to Tariffs in the Treasury of the United States. Here is what it does:

  • It sets up the trust fund using money transferred from the general fund of the Treasury that comes from duties imposed on or after January 20, 2025.
  • It puts a $1,000,000,000 limit on how much the Secretary of the Treasury can transfer to the trust fund in a single fiscal year, starting in fiscal year 2026.
  • It requires the Secretary to make these transfers at least every quarter.
  • It allows the Secretary to invest the unused money into interest-bearing obligations or obligations guaranteed by the United States, and any interest earned goes right back into the trust fund.
  • It makes the money in the trust fund available without needing further appropriation to pay United States manufacturers back for higher manufacturing input costs caused by duties imposed on or after January 20, 2025.
