It takes $7,200,000,000 and changes it to $4,200,000,000 in section 20003(a)(9).
It adds a new section at the end of title II called the UKRAINE SECURITY ASSISTANCE INITIATIVE.
It appropriates $3,000,000,000 to the Secretary of Defense for fiscal year 2025, to remain available until September 30, 2029, specifically for the Ukraine Security Assistance Initiative.
