S.Amdt. 2454

• Submitted by Mr. Schiff, along with Mr. Booker, as an amendment intended to be proposed to the bill H.R. 1.
• It adds a new section to the bill titled PROHIBITION ON USE OF FUNDS UNTIL RESUMPTION OF PAYMENTS UNDER CONTRACTS.
• It blocks the use of any funds made available by the Act or its amendments until a specific condition is met.

The Purpose of the Amendment

• To hold officials accountable by ensuring that no money is spent until the Secretary of Agriculture officially certifies that payments are actually being made.
• The certification must confirm that payments under all Department of Agriculture contracts entered into from October 1, 2>20, through the date the Act is enacted are being made according to the contract terms.
