What this amendment would do
SA 2401, submitted by Mrs. Blackburn, aims to stop federal financial participation in Medicaid and CHIP for people who do not have verified citizenship, nationality, or a satisfactory immigration status.
The amendment seeks to change the bill by adding the following:
-
Prohibiting Funds: It prevents federal funds from being used for medical assistance given to individuals during the "reasonable opportunity" periods to provide evidence of citizenship, nationality, or immigration status, unless that status is verified by the end of the period and the State has elected a specific option.
-
State Flexibility: It removes the requirement for States to provide medical assistance to individuals during these evidence-submission periods if the State has not chosen the option to do so.
-
State Options: It creates an option for States to choose whether or not to make medical assistance available to individuals during the periods they are providing evidence of their status.
-
Effective Date: These changes would start on October 1, 2026.
