What this amendment would do

As an analyst keeping an eye out for the everyday people who voted for our officials, here is a straightforward look at what this amendment does based strictly on the text provided.

This amendment was submitted by Ms. Warren and Ms. Hirono to the bill H.R. 1. Its main purpose is to put a stop to fee hikes on everyday mortgages.

Specifically, the amendment aims to add a prohibition that stops the Director of the Federal Housing Finance Agency and the Commissioner of the Federal Housing Administration from increasing guarantee fees or mortgage insurance premiums during the fiscal years 2025 through 2030.

There are only two exceptions where these fees or premiums can still be increased during this time:

  • For loans used to finance second home or vacation home transactions.
  • If the borrower is a private equity fund.
