What this amendment would do

This is amendment SA 2386, submitted by Ms. Hirono. The purpose of this amendment is to strike section 10604(f) and replace it with new language regarding the Research Facilities Act.

It updates section 6 of the Research Facilities Act in subsection (c) by changing references to just subsection (a) so that it also includes subsections (a) and (e).
It adds a new part at the end called Mandatory Funding.
This new addition requires the Secretary to use funds from the Commodity Credit Corporation to provide $1,000,000,000 for fiscal year 2026 and every fiscal year after that to carry out a competitive grant program under section 4.
