What this amendment would do
This is amendment SA 2370, submitted by Ms. Ernst. It aims to add a new section to title 5, United States Code, requiring labor organizations to be charged for the use of federal resources.
Specifically, the amendment requires the head of each federal agency to charge a quarterly fee to any labor organization that is recognized as an exclusive representative of that agency's employees.
- The fee will cover the value of union time used by labor representatives.
- The fee will cover the value of agency resources provided for union use, such as office space, parking spaces, and equipment.
- Agency heads must notify the labor organizations of the fee within 30 days after each calendar quarter, and payment is due within 60 days of receiving that notice.
- All collected fee payments must be transferred by the agency head to the general fund of the Treasury.
