What this amendment would do

This amendment proposes the ``One Big Beautiful Bill Act'', which makes sweeping changes across numerous federal programs and agencies. It covers agriculture, nutrition, defense, housing, transportation, public lands, mining, environmental programs, tax policies, Medicaid and Medicare, education, homeland security, and immigration enforcement. The legislation aims to alter federal spending, revise eligibility and work requirements for various programs, adjust tax rates and provisions, fund defense and border security priorities, and rescind unspent funds from prior legislation.

Agricultural and Nutrition Programs

  • Modifies SNAP work requirements, revises exceptions, and adjusts the thrifty food plan.
  • Alters commodity price loss coverage, reference prices, and base acre allocations, and sets new payment limits.
  • Adjusts dairy policy rules and updates disaster assistance programs for livestock, tree assistance, and crop insurance.

Defense and National Security

  • Appropriates billions of dollars to the Department of Defense for quality of life improvements, shipbuilding, integrated air and missile defense, munitions, supply chain resiliency, and low-cost weapon production.
  • Provides funding for U.S. Indo-Pacific Command capabilities, military readiness, border support missions, and defense oversight.
  • Authorizes military construction projects and requires multi-year operational plans.

Domestic Policy, Housing, and Energy

  • Places a funding cap on the Bureau of Consumer Financial Protection and rescinds certain housing and environmental funds.
  • Adjusts Coast Guard readiness funding, extends spectrum auction authority, and funds air traffic control improvements.
  • Promotes domestic oil, gas, and coal leasing by setting minimum lease sales on public lands and the outer Continental Shelf, and repeals specific environmental and climate funding provisions.

Tax Reform and Finance

  • Permanently extends individual income tax rate cuts and the increased standard deduction while terminating personal exemptions.
  • Introduces new middle-class tax relief, including provisions for no tax on tips and overtime, and creates Trump accounts.
  • Permanently extends business tax provisions, full expensing for domestic research, and the qualified business income deduction, while modifying international tax rules.

Health and Medicaid Reforms

  • Implements temporary moratoriums on specific federal rules related to Medicare Savings Programs and Medicaid enrollment.
  • Establishes work and community engagement requirements for certain Medicaid enrollees and limits federal funding for specified health procedures.
  • Modifies provider taxes and requires budget neutrality for Medicaid demonstration projects.

Education and Immigration

  • Establishes loan limits for graduate students and parent borrowers while terminating certain direct PLUS loans.
  • Appropriates funding for workforce Pell Grants and institutes low-earning outcome accountability rules for higher education programs.
  • Funds border infrastructure, detention capacity, and additional personnel for U.S. Customs and Border Protection and U.S. Immigration and Customs Enforcement, alongside establishing various new immigration fees.
