What this amendment would do
This amendment is titled the Credit Card Competition Act of 2025. It aims to add new rules regarding credit card transactions to the Electronic Fund Transfer Act.
The amendment focuses on changing how credit card transactions are processed by stopping certain restrictions. Specifically, it aims to prevent card issuers and payment card networks from restricting the number of payment card networks that can process an electronic credit transaction to just one network or certain restricted networks. It also aims to stop rules that block merchants from choosing which network processes their transactions, or rules that force merchants to use security technology that only works on certain networks.
Additionally, the amendment requires the creation of a public list of payment card networks that pose a national security risk or are owned by a foreign state entity. These new regulations will apply to card issuers that have assets of more than $100,000,000,000 along with their affiliates.
