What this amendment would do
Mrs. Shaheen, along with Mr. Kaine, Mr. Welch, and Mr. Wyden, submitted amendment SA 2281 to the bill S. 1582. The purpose of this amendment is to change Section 203 of the International Emergency Economic Powers Act.
Specifically, the amendment aims to exclude the President from having the authority to impose or increase a duty, or to impose a tariff-rate quota, on an article entering the United States.
- Change to the law: It takes away the President's power to use this specific emergency act to put duties or tariff-rate quotas on items coming into the country.
- What remains allowed: The limitation does not stop the President from blocking all articles, or certain types of articles, imported from a country from entering the United States.
