What this amendment would do
The amendment, titled the Foreign Investment Guardrails to Help Thwart China Act of 2025 or the FIGHT China Act of 2025, aims to protect United States national security by strictly monitoring and limiting certain financial investments and business activities linked to the People's Republic of China, including Hong Kong and Macau.
It changes and adds major guardrails to the bill by introducing new rules for American investors and the federal government. Specifically, it seeks to:
-
Impose sanctions and block property transactions for specific foreign persons tied to the Chinese military-industrial complex or surveillance and defense sectors.
-
Prohibit or require official notification for certain covered national security transactions made by U.S. persons involving prohibited technologies and notifiable technologies—such as advanced semiconductors, artificial intelligence, quantum computing, and hypersonics.
-
Mandate the divestment of securities held by U.S. persons in entities listed on the Non-SDN Chinese Military-Industrial Complex Companies List.
-
Authorize specific funding of $150,000,000 to the Department of the Treasury and the Department of Commerce to carry out these new rules, along with direct hiring authorities to bring on staff.
