What this amendment would do

The amendment is titled the Credit Card Competition Act of 2025. It aims to add new rules to the Electronic Fund Transfer Act regarding credit card transactions.

The amendment targets covered card issuers, which are defined as card issuers with assets of more than $100,000,000,000 when counted with their affiliates.

  • It stops these issuers and payment card networks from restricting the number of payment card networks that can process an electronic credit transaction to just one network, certain affiliated networks, or the two largest market share networks.
  • It prohibits rules that stop people who accept credit cards from choosing how to route their electronic credit transactions.
  • It bans requirements that force people accepting credit cards to use security technology that cannot be used by all available payment card networks.
  • It stops penalties or disadvantages for people who choose a specific payment card network or fail to use a certain network for a specific amount of transactions.
  • It requires the Board, working with the Secretary of the Treasury, to create and regularly update a public list of payment card networks that pose a national security risk or are run by a foreign state entity.
