What this amendment would do

Hey folks, let's look at what is going on here with this paperwork. Mr. Cotton put forward an amendment, known as SA 2221, for the congressional budget resolution for fiscal year 2025.

Purpose of the Amendment

This amendment aims to add a point of order in the Senate. Put simply, it makes it out of order to consider any bill, joint resolution, motion, amendment, or conference report that provides funding for the International Criminal Court or the United Nations under specific conditions.

What It Aims to Change or Add

  • It blocks funding if any United Nations body adopts a resolution to investigate Israel.
  • It blocks funding if any employee of such a body participated in the October 7, 2023, terrorist attack against Israel.
  • It sets a rule that this point of order can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
  • It also requires an affirmative vote of three-fifths of the Members to sustain an appeal of the ruling of the Chair on this point of order.
