What this amendment would do
Mr. Merkley submitted this amendment, known as SA 2219, to the concurrent resolution H. Con. Res. 14 for the fiscal year 2025 budget.
What It Aims to Change or Add
- It adds a deficit-neutral reserve fund to the budget resolution.
- It allows the Chairman of the Committee on the Budget of the Senate to make changes and adjustments to certain levels and the pay-as-you-go ledger.
- These adjustments are for legislation related to ensuring that no reductions in Medicaid funding result in the loss of coverage for individuals living with HIV.
- The rule for this is that the legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
