S.Amdt. 2216

Mr. Booker submitted amendment SA 2216 to the concurrent resolution establishing the congressional budget for the United States Government for fiscal year 2025 and setting forth appropriate budgetary levels for fiscal years 2026 through 2034.

The purpose of this amendment is to create a deficit-neutral reserve fund relating to environmental justice. It aims to allow the Chairman of the Senate Committee on the Budget to revise committee allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger.

This applies to bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports relating to environmental justice. The legislation may include:

• Acknowledging that marginalized communities are disproportionately impacted by environmental harms
• Acknowledging that addressing environmental harm requires centering environmental justice

These adjustments can be made by the amounts provided in such legislation, as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
