What this amendment would do
Mr. Schiff submitted this amendment to the concurrent resolution on the congressional budget for the United States Government for fiscal year 2025. Plain and simple, its purpose is to create a deficit-neutral reserve fund.
What It Aims to Change or Add
- It allows the Chairman of the Committee on the Budget of the Senate to change committee allocations, aggregates, and other appropriate levels in the resolution.
- It lets the Chairman make adjustments to the pay-as-you-go ledger for legislation relating to protecting families and businesses in the United States from price increases.
- This protection may include Congress disapproving of new or increased tariffs imposed under emergency authority if the United States International Trade Commission finds that those tariffs increase costs for the average family in the United States or result in United States private sector job losses.
- Any changes rely on the amounts provided in such legislation, as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
