What this amendment would do
This is Amendment SA 2200, submitted by Mr. Lee for the concurrent resolution H. Con. Res. 14.
The purpose of this amendment is to create a spending-neutral reserve fund. It aims to give the Chairman of the Committee on the Budget of the Senate the power to change allocations, aggregates, and other levels in the resolution. It also allows the Chairman to make adjustments to the pay-as-you-go ledger for specific legislation.
The amendment aims to change the budget rules so they can support legislation related to limiting eligibility for taxpayer-funded Federal benefits for illegal aliens and other noncitizens to reduce the Federal deficit.
For this to happen, the legislation must meet specific rules. It cannot raise new revenue and it cannot increase the deficit over the total period of fiscal years 2025 through 2029 or the total period of fiscal years 2025 through 2034.
