What this amendment would do
Mr. Lee submitted amendment SA 2196, which is meant to be proposed for the concurrent resolution H. Con. Res. 14 for the fiscal year 2025 budget. The main purpose of this amendment is to create a deficit-neutral reserve fund relating to preserving the legislative filibuster.
What It Changes or Adds to the Bill
-
It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution.
-
It allows the Chairman to make adjustments to the pay-as-you-go ledger for specific bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports.
-
These changes are specifically for legislation relating to preserving the legislative filibuster under rule XXII of the Standing Rules of the Senate.
-
This can only happen if the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
