What the Amendment Does

  • The amendment sets up a deficit-neutral reserve fund related to establishing or advancing the terms of gender identity.

  • It allows the Chairman of the Committee on the Budget of the Senate to make changes to financial allocations and adjustments for legislation as long as it does not increase the deficit from fiscal years 2025 through 2034.

  • It states that this legislation may include ensuring specific definitions for a natural person: the term female means a person belonging, at conception, to the sex characterized by a reproductive system with the biological function of producing eggs (ova), and the term male means a person belonging, at conception, to the biological sex characterized by a reproductive system with the biological function of producing sperm.
