What this amendment would do
Mr. Wyden submitted amendment numbered SA 2188. The purpose of this amendment is to set up a deficit-neutral reserve fund relating to helping farmers hurt by tariffs, with the cost paid for by increasing the corporate tax rate.
The amendment aims to change the concurrent resolution by allowing the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels. It allows these adjustments for legislation relating to increasing subsidies provided to farmers—which may include producers of rice, wheat, corn, citrus, soy, potatoes, and dairy—paid for by increasing the corporate tax rate. This is allowed as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
