What this amendment would do

This amendment was submitted by Mr. Cruz to the concurrent resolution establishing the congressional budget for the United States Government for fiscal year 2025.

The purpose of this amendment is to create a deficit-neutral reserve fund. This fund relates to prohibiting individuals who are not United States citizens, including illegal aliens, from receiving taxpayer-funded Federal benefits, including by claiming Federal tax credits.

The amendment aims to allow the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels in the resolution, and make adjustments to the pay-as-you-go ledger. This can be done for legislation relating to prohibiting individuals who are not United States citizens, including illegal aliens, from receiving taxpayer-funded Federal benefits, including by claiming Federal tax credits, as long as the legislation does not increase the deficit over the period of the total of fiscal years 2025 through 2034.
