What this amendment would do
Mr. Booker put forward this amendment, known as SA 2175, to deal with the budget and keep our elected officials accountable to the public. In plain English, it sets up a deficit-neutral reserve fund in the Senate budget.
The Main Purpose
The goal of this fund is to support the safety, security, and prosperity of the American people. It gives the Chairman of the Senate Committee on the Budget the power to change budget numbers and adjustments for future legislation.
What Can Be Added or Changed
The text states that the changes can relate to supporting the safety, security, and prosperity of the people of the United States. This specifically may include:
- Commissioning a report to Congress on the impact of the actions of the United States DOGE Service that undermine national security and impede or eliminate access to essential services.
- Looking at essential services for veterans, farmers, military servicemembers, United States citizens abroad, and Federal employees.
- Looking at services relating to health care, Social Security, education, civil rights protections, data privacy protections, nutrition, small businesses, immigration, housing, transportation, and law enforcement.
The Catch
Any legislation using this fund must not increase the deficit over the total period of fiscal years 2025 through 2034.
